Justin Donald Wheeler was arrested by sheriff’s deputies on suspicion of aggravated kidnapping, criminal restraint, domestic battery and criminal damage to property. Wheeler was booked into jail at 1:52 p.m. Thursday at the Franklin County Adult Detention Center, 305 S. Main St., Ottawa. He remained in jail at 2:30 p.m. Friday on $2,500 bond.
Seeking shelter at a neighbor’s house, a 19-year-old Ottawa woman told Franklin County Sheriff’s officers about 8:30 a.m. that she had been battered by her boyfriend about 7 a.m. at the suspect’s home in the 4100 block of Iowa Terrace.
“The suspect was last seen running back toward his house,” Jerrod Fredricks, master deputy with the sheriff’s office, said. “Weapons were known to be in the suspect’s house, so we were cautious and set up a perimeter around the home.”
After officers determined the suspect was no longer at home, his description went out through Franklin County dispatch to all officers in the area, Fredricks said. Ottawa police officers and sheriff’s deputies later spotted Wheeler on foot inside the Ottawa city limits, near GreatLife Golf & Fitness, 1001 E. Logan St. Officers located Wheeler and arrested him on Davis Road near the golf course, Fredricks said.
“It was good cooperation between the city and county law enforcement agencies to take him into custody,” Fredricks said.
