Steve Harris, chairman of the Franklin County Board of Commissioners signed a declaration of disaster because of Thursday's winter storm, Vickie Eckard, Franklin County Emergency Management coordinator, said Thursday.
In addition, a state of emergency was declared in the Kansas City area, with Kansas City International Airport among those agencies closed because of the extreme winter weather conditions, according to news reports.
