‘Estimated’ utility usage throws up ‘red flags’ for residents

Carol Cain, Ottawa, is going to be watching her city utility bill a little more closely from now on.

Cain is among about 440 Ottawa utility customers affected by a chain of events that started with snow storms and bitterly cold temperatures in early January and led to questions about utility bills.
