Courts and Court Services



Franklin County District Court

Franklin County is part of the Fourth Judicial District, a division of local courts under the Kansas Judicial System. Other courts in the Fourth Judicial District include Anderson, Coffey and Osage counties. District Court handles civil, criminal, juvenile and traffic case matters for Franklin County. These cases can include divorces, marriage licenses, child support orders, lawsuits for recovery of money, felonies, misdemeanors, traffic infractions and more.

Court Appointed Special Advocate (CASA) of the Fourth Judicial District

A Court Appointed Special Advocate(CASA) volunteer is a trained citizen who is appointed by a judge to represent the best interests of a child in court. Children helped by CASA volunteers include those for whom home placement is being determined in juvenile court. Most of the children are victims of abuse and neglect.

Ottawa Municipal Court

Ottawa Municipal Court handles misdemeanor cases and traffic infractions like parking and speeding tickets issued within the city limits of Ottawa.

Arraignments, when defendants answer the charges against them, are held on the on first and third Wednesdays of each month beginning at 9:30 a.m. Misdemeanor trials, diversions and other court action are held each Tuesday afternoons at 1 p.m.

Everyone who enters municipal court must pass through a security chekpoint. It is recommended to leave purses, metal objects and non-essential items at home or in the vehicle. Hats are not allowed in the courtroom.

Franklin County Attorney

The county attorney's office prosecutes criminal action for the county, including felonies, misdemeanors and traffic infractions issued by the sheriff's department.

Franklin County Community Corrections

Community Corrections provides adult and juvenile intensive supervised probation, juvenile case management, juvenile Teen Court, and adult and juvenile alcohol and drug treatment in Franklin, Osage, Coffey and Anderson counties.

Court Services provides probation supervision and conducts pre-sentence investigation for Franklin County District Court cases.
