Handcuffed man recaptured in Elks Lodge basement after police pursuit, gets new charge

A handcuffed suspect was tracked down and apprehended by Ottawa police for a second time late Thursday afternoon after he broke free from officers and escaped on foot.

Ottawa police officers responded to a fight about 4:50 p.m. Thursday in the 1200 block of South Main Street after a Kansas Highway Patrol trooper spotted the altercation and requested officers respond to the scene, Capt. Adam Weingartner, with the Ottawa Police Department, said.
