Ottawa Police Department Lt. Doug Waterman was honored at a retirement reception Friday afternoon for his 35 years of service to law enforcement. Waterman retired as the Investigations Division Commander and also served on the department’s STAR Team for 25 years. He was also the department’s active-threats instructor and helped teach many schools and businesses on how to respond during an active-shooter situation.
